While a person qualifies for a type of Ribbon, any player CAN
award em that type of Ribbon by announcement, and SHOULD clearly
specify the qualifying event(s).

Amend Rule 991 (Calls for Judgement) by replacing "the Arbitor CAN
assign any player" with "the Arbitor CAN assign any eligible player".

Amend Rule 2507 (Black Cards) by replacing the sentence starting "Any
attempt to Slam the Door" with:
Any attempt to Slam the Door on a player, or on a
former player whose most recent deregistration took place without
eir consent, is INEFFECTIVE, rules to the contrary
notwithstanding.
[In addition to the "player or person" mess, this also clarifies the
situation of a person who has never been a player.]
