Is "Eastman" a term you made up, or is it a real thing? Just curious.

Also, most of the time February won't have a 29th, so that might create some
problems (but maybe not).

Proto-Proposal: Eastman weeks
(AI = 2)

Amend Rule 1023 (Agoran Time) by appending, after this text:

            2. Agoran weeks begin at midnight UTC on Monday.

this text:

Eastman weeks begin on the 1st, 8th, 15th, 22nd, and
               29th of each Agoran month.

and by inserting, before this text:

These definitions do not apply to relative durations (e.g.
          "within <number> days after <event>").

this text:

The "Agoran" qualifier is assumed unless a different
definition is indicated (e.g. Eastman weeks).

Amend Rule 2529 (Medals of Honour) by replacing this text:

In the first 7 days of an Agoran month,

with this text:

In the first Eastman week of an Agoran month,

and by replacing this text:

In the first 7 days of an Agoran month after the first 7 days,

with this text:

During the second Eastman week of an Agoran month,

and by replacing this text:

                                                                     the
Herald CAN, by announcement, initiate an Agoran Decision on who is
to be awarded a Medal of Honour. E SHALL do so within the 7 days
of an Agoran month after the first 7 days.

with this text:

                                                                     the
Herald CAN and SHALL, by announcement, initiate an Agoran Decision
on who is to be awarded a Medal of Honour.

[Possibly also amend Rules 2502/2526/2139, which currently refer to the
"first week" of the month.]
