I transfer 22 coins to Agora; Agora automatically transfers me Rance. OR DOES IT?

So, the question is: CAN Agora, as an autonomous entity, set a switch? I don’t see any language that implies it can, but perhaps there’s an argument to be made that Agora obviously is able to change its own state?
