Bleh, that means this is one of those this things we’ll need to keep in the ruleset forever? IMO, we should just remove it afterward—nothing depends on when RTRW was anyway (and I’m not even sure if your interpretation was right; I’d argue that “was it RTRW on this date?” is dependent on the rules of that date, not now, but I’m not sure if that’s consistent with our precedent).
