- Awards controversial proposals that are adopted instead of trivial
bugfixes that everyone feels obliged to vote for.
- Brings back some of our old (as in: original ruleset) concept of game
theory against voting.

with

Retitle Rule 2623 by replacing "Popular" with "Unpopular"
