Good catch. Turns out the offices.last_vacation column was being
incorrectly cleared in various other situations, including officers
being re-elected. It's fixed for now.
There's still an edge case where the report would get things wrong
(e.g. if you've held an office for 6+ months, but a previous holder
of that office took a vacation 9 months ago). Simplest fix for that
would be to create/maintain/use a new table recording the last date
that a specific officeholder took a vacation from that office.
