Re-enact Rule 2653 (Buying Strength) with Power 2 and this text:
Votives are are a fungible liquid asset ownable by players,
tracked by the Assessor in eir weekly report. Any player CAN pay a
fee of 7 Spendies to gain a votive.
A player CAN Buy Strength by paying a fee of 1 Votive. A person's
Voting Strength on a referendum on an ordinary proposal is 1
greater for every time e Bought Strength during that decision's
voting period.
