Despite the title, I don't think this counts as a report (thus the ADoP
report will omit it). The Promotor's report includes the contents of the
Proposal Pool, or a statement that it's empty; this mentioned that these
three proposals were removed from the pool, but not whether it contained
any other proposals.
I do think it counts as distribution, which is a separate duty.
