At least Wikipedia says so: “Historically, the names [ANSI C, ISO C, and Standard C] referred specifically to the original and best-supported version of the standard (known as C89 or C90).” Pedantically, sure, other ISO standards for C have been adopted by ANSI, but I don't think people actually understand the term like that.
