Last year's tournament fell well short of its potential too. Despite a
ruleset with subtleties that could have lent itself to some interesting
play, most players wanted to coast to the default outcome of everyone winning.
At the very least, if we aren't going to enforce the SHALL here we should
downgrade it to a SHOULD.
