Players can't do secured things on their own, they need to trigger a rule to do it for them. However, emergency regulations aren't secured by the normal mechanisms, but rather by a custom security mechanism that doesn't seem to block players from performing the action directly: that's the difference that would make the simpler language work in this case. -- ais523
