And now I realize why it wouldn't. Or... I think I do. I had been interpreting the last paragraph of Rule 2466 as "any time the rules don't specify 'as emself' they allow agency". But that's not what that paragraph says; and the *first* paragraph of Rule 2466 requires that a rule specifically allow agency in any given case. So my quoted action failed.
