How did you find these links? I checked those archives first, and
although those links work for me, the links themselves don't appear on
the archive home page

immediately obvious via a search either, so I assumed that the reports
in question weren't being archived there.
What's weirder is that they do appear on the "by date" page

Per the Mail Archive FAQ[0], per the MHonArc FAQ[1]: Unless specific
headers exist, messages with the same subject are assumed to belong to
the same thread. Since these "threads" were started a long time ago,
they are no longer on the (front page of the) index.
As a workaround, officers may want to date-stamp their reports in the
subject line.
