Generally, gaining a ribbon has three stages.
First, a person earns a ribbon.
Second, having earned that ribbon, e qualifies for it for seven days.
Third, while e qualifies for it, e is awarded the ribbon.
However, some ribbons purport to skip the first step by directly
specifying the conditions under which a person qualifies for that ribbon:
> Green (G): While a person holds a voluntary office, has done so

> Platinum (P): The Speaker qualifies for a Platinum Ribbon.

Alternatively, if one interprets the "if" to mean "if and only if", this

In the first case, the specification of the ribbons obviously succeeds
in causing persons to qualify. This is because the existence of a single
sufficient condition does not preclude the existence of other sufficient
conditions.
In the second case, there is a conflict within rule 2438.
Per rule 2240, "[in] a conflict between clauses of the same rule [...],
if exactly one claims precedence over the other, then it takes
precedence; otherwise, the later clause takes precedence."
In this case, the specification of the ribbons themselves takes
precedence as it is listed later in the rule. Even under this more
restrictive interpretation, they succeed in causing persons to qualify.
Therefore, both statements should be ruled TRUE.
