Judge BobTHJ's Arguments:

The relevant section of R2149 is thus:

A person SHALL NOT make a public statement unless e believes
      that in doing so e is telling the truth.
}

Any reasonable player would find 'This statement is a lie' to be
logically indeterminable. While it could not be false and therefore
not lying, it also could not be true. R2149 requires a player to tell
the truth in as much as they are able, and 'This statement is a lie'
is not truth. Therefore I judge this CFJ TRUE.
