When I have time I am working on the documentation to enable people to
do this.  It is not finished yet and I do hope to find time to document
some of the many useful features I have put in place (such as hooks for
mod authors to enable them to keep their code and ours separate, and how
to make .qmod files that allow users to easily install and manage their
mods).

Note that it's expected you have some programming knowledge to do this
-- you might like to try the ICC QuakeC and sound modding tutorials for
a more easy introduction to modding Quake.
