No, it is not listed in the server.cfg or autoexec.cfg in the AQ package.  
Nor are many, many variables and commands (try cvarlist, serverinfo and 
cmdlist for large lists of variables or commands).  sv_cheats is a 
command, it takes a boolean argument, and it decides whether cheats are 
allowed.  If they are allowed, the server will tell the clients who 
connect and the clients will print a warning.

This command must be used prior to connection (that is, map command).  
That's true for server or client.
