have already done the same, despite this, it still gets updated, I have
made changes to local policy and registry as well

Hi,
Go to windows update settings and then set windows not to install
updates for few days.
Alternatively, go to your wi-fi network's settings and make it a
metered connection. Updates generally don't get downloaded over a
metered connection.
