1. This is not a problem for Launchpad hosting services, but related to
Ubuntu (at least this is what I assume based on your text "(L)Ubuntu
20.04.")
2. A package named kodi-game-libretro does not exist in the official Ubuntu
releases, but only in PPAs
Apparently you have loaded that package from a PPA (or some other foreign
source). If there is something wrong with a package from a PPA or if you have a
question related to software from a PPA, then you have to contact the provider
of the PPA directly.
for diagnostic purposes, what is the output of the commands (to be
executed in a terminal window)
uname -a
lsb_release -crid
apt policy kodi-game-libretro
