I don't know what to change in upgrader to fix this, or what the proper behaviour should be, with sites like OCAL will be difficult since in installer/upgrader every Aiki widget have it's own id, they are hardcoded in sql insert queries and they are counted from 0 or 1, and in ocal widgets start from 14, there is widget 9 - aikiadmin_login, and other Aiki widgets are hidden.
