languages are saved in site_languages field in aiki_sites they should be in
separated table connected aiki_sites and aiki_dictionaries together

aiki_dictionaries should have Foreign key References aiki_languages(id)
instead of string like "zh".
The reason why you put them into different table is becasue database
will guard integrity of data right now you can add trasnaltion to
lanaguage that don't exists (like by mistake).
