html characters in titles break background coding

Bug description:
There are a few clipart that are now using html characters. These characters
are breaking teh links to the clipart because of the pretty urls. These
character need to be converted to ascii or disallowed.
I'd prefer that our php an aiki can handle them, rather than only rely on
artists following upload instructions.
Characters that need to be changed or disallowed in clipart titles field: # $ %
& ( ) / > < \ | { }
