mike, can you weigh in on this too...we had discussion about, and
bassel and I made aiki work so that you can dump all db code necessary
to run an aiki site, but without user-data.

Right, I would say that all aiki core code on the disk is AGPL.

What about extensions? What about other customizations in the assets
folders?

Bug description:
  Currently Aiki sites must make their code available by hand to comply
  with the license.

  I bet that most Aiki sites are out of compliance with the license.
  This is a SERIOUS problem.
