I will preface this with "I am not a lawyer" but I have been around this particular wheel a few times by now.
The simple answer is you can't with AGPL - any more than Microsoft can claim to own every piece of email that goes through Hotmail. Even extensions are classed as a separate project and don't fall into the "same project" jurisdictions of the GPL licensing scheme. So you could have an entirely AGPL project and proprietary extensions, for example. Some OS projects use this as an incentive to encourage users to finance the project, etc, usually, but not always, with a timeout period where the proprietary extension becomes free. Modifications to the original software, however, *even wishlist or bugfix patches* MUST be AGPL. So your core code is always safe, and any extensions that come with are also safe. What you CAN do however, is do what Mediawiki does and make suggestions as to the license of the implementation/content on the site during setup, usually with a default that's the same as the project. Also, thinking ahead about keeping maintainers and extension builders on the team, and particularly keeping in mind that everyone has to make a living somehow is always a good strategy to have. Some people will be drawn to the project to make money from it and we have to handle that somehow and keep them with us.
