Let us suppose that Aiki Framework were not licensed under any
additional terms such as aGPL but were rather a purely proprietary,
copyrighted commercial web framework.

In that case, do I require copyright permission to make a copy of the
work? Clearly I do, and I can usually obtain such permission by paying
for the software.

Does obtaining such copyright permission by buying the software allow me
to modify the software without additional permission? Clearly the answer
is no.

However, if I use the software to build a website, does that constitute
a copyright violation? Is that a modification of the software? Do I need
to obtain any additional copyright permissions every time I modify my
website?

I feel compelled to answer these questions in the negative.

The following section is particular to the aGPL:

> Remote Network Interaction; Use with the GNU General Public License.
> Notwithstanding any other provision of this License, **if you modify the
> Program**, your modified version must prominently offer all users interacting
> with it remotely through a computer network (if your version supports such 
> interaction) an opportunity to receive the Corresponding Source of your
> version

(emphasis added)

This debate turns on the question of whether sites built with Aiki
Framework are modifications of Aiki Framework.

  New

Bug description:
  Currently Aiki sites must make their code available by hand to comply
  with the license.

  I bet that most Aiki sites are out of compliance with the license.
  This is a SERIOUS problem.
