In that case, do I require copyright permission to make a copy of the work? Clearly I do, and I can usually obtain such permission by paying for the software. Does obtaining such copyright permission by buying the software allow me to modify the software without additional permission? Clearly the answer is no. However, if I use the software to build a website, does that constitute a copyright violation? Is that a modification of the software? Do I need to obtain any additional copyright permissions every time I modify my website? I feel compelled to answer these questions in the negative.
