You're right about what the legal question hinges on. I don't recall
particulars of WordPress furore, and highly doubt has been contested in
court. I would suggest asking [email protected] and/or SFLC.

The existence of proprietary web frameworks is probably not informative.
The private, proprietary software license that a customer obtains could
provide permissions for using the framework to build websites if
copyright permission is indeed required for such situations.

If it does seem that building an Aiki-based website would require
copyright permission as a modified work, and you/Aiki copyright holders
don't want the copyleft to be that aggressive, could do an AGPL
exception. But then you should really talk to FSF or SFLC.

Totally separate from legal questions/requirements (which I know is how
this bug is framed) I think a framework that makes it easy/default to
publish complete & corresponding source of running application is very
interesting and probably good technically and socially.

  I bet that most Aiki sites are out of compliance with the license.
  This is a SERIOUS problem.
