Title:
admins need a way to set a user's role on the site

Status in Aiki Framework:
  Confirmed
Status in Open Font Library:
  Triaged

Bug description:
Currently the only way to elevate a user's role/privileges on the site
is to directly make the change in the database. There needs to be an
  easier way to do this.

  To fix this:

Add a field to the user settings page with a selection list of roles.
Make the field only visible to admins.
Add support for this field in the fontlibrary settings.php controller
