It will be hard to do this automatically. I think the solution will be search functionaly in Admin Panel. There will be list of widgets with searchbox and combobox in which field it must search. So user could search widget_name in css or display_urls.

This can affect everything from widgets not displaying (url fields), improper styling (css div calls and class overrides), to broken links in the content. It's hard to know you've accounted for everything & only becomes harder as a site is more complex. There should be a way to connect the widget titles with the widgets it influences in a more meaningful way than just retyping the url field all over different widgets & different sections.
