Aiki Reinstallation gives unexpected behavior of new installation

Bug description:
If you erase an existing installation, but do nothing to the database,
and attempt to reinstall using the same database, all information
remains, plus if you create an account with the same name as the last
one, your newly assigned password won't work (but your old password
will)
We should probably present the user with some options when there is
table data that already exists, and should probably (at the very
least) erase it all, but ideally would when creating the new admin
account, erase all account data that exists and restore default
functionality but leave in place user-created widgets and to ask
wether to 'Use Existing content' or 'Start New'.
