in OCAL you can't upload the same file but for different user (it change
filename to timestamp), so 2 users can't have same filename, even if
they are in separated folders.

OCAL have people/[username]/ as upload path and Aiki check both url and
database, it should check for duplication but only for the same user
that upload clipart.
