Workflow Interpreter should go to pause if it waits on a failed service

When workflow interpreter finishes executing all nodes or if its waiting only
on failed nodes then workflow interpreter should automatically go into pause
mode. Right now its in the pause mode in those given situations. So if the user
fix the failure and wants to rerun the failed components and resume the
workflow he will first have to press pause and then only edit. Its intuitive to
make the workflow goto pause mode automatically so the user could fix and rerun
the workflow right away.
