Threads get created during a long run of Interpreter service

When enable the provenance in Interpreter service and send multiple requests I
can see it create multple PredicatedTaskRunner threads for each request.
We need to make this singleton and handle the PredictatedTaskRunner with one
thread, because this is not scalable to run in a long run deployment.
