Threads get create continuously in WorkflowInterpreter during accessing registry

Current implementation of registry creates threads and there's no way to return
the thread get spawn in JCRRegistry.definiteSessionTimeout method.
We need to make sure it get returns with a certain condition and creating new
object for each and every request had to be fixed too.
