VB.Net Programmer will be responsible for developing Immunization Claims
Forms and developing the program to reconcile those claims against other
independent systems using the Common Customer Database.
This is NOT a Web Development position.
*Complete Description:*

Preferred Education: 4 year college degree or equivalent technical study

VB.Net/ASP.Net business application programmer.
This is not web development.
The chosen candidate will be responsible for developing, implementing, and
testing the VB.Net application to bill private insurance companies for
immunizations services delivered by the Arkansas Department of Health in 94
clinical sites, off-site clinic locations and schools.
This project will pilot with information gathered in at the delivery of flu
shots during the fall ’10 flu season as well as childhood immunizations
given I the local health units.
Efforts will be prioritized with submission first to all Arkansas Blue
Cross/Blue Shield lines of business, then to QualChoice, Novasys, and United
Health Care.
Specific programming needs will include writing code to pull appropriate
data from existing ADH data systems (Common Customer Database, Immunization
Network for Children, and flu databases.)
Phase I will include the need to develop a CMS 1500 claim form (acceptable
BC/BS format) along with the submission process to BC/BS.
Phase II will include a system to reconcile and post payments returned from
BC/BS to ADH.
This system will have to comply with ADH financial management requirements.
*Requirements:*
Code enhancement and development programs and/or required fixes to
production problems using the functional and technical programming
standards.
Test enhancement and development programs.
Participate in structured code reviews / walkthroughs.
Execute all required process steps.
Create and provide content for operational documentation to Technical
Writers.
Utilize configuration management tools, design tools, debugging tools, and
any other environment specific tools necessary to create, test, and
implement an application.
Research problems before approaching the Team Lead or Functional Architect
for assistance.
Follow quality standards.
Support installation of application releases into production as directed.
Communicate accurate and useful status updates.
Complete assigned tasks.
Strong communication skills; both written and spoken.
Analyze and design enhancements, development programs, and/or required fixes
to production problems.
Design applications to functional and technical programming standards.
Work with Functional Architects to gather and interpret user requirements
into design specifications.
Develop system specifications and interfaces.
Determine time estimates and schedule for work.
Coordinate work with other software developers on Application Teams.
Assist Team Lead or Test Team Lead in monitoring estimated-time-to-complete
(ETC) and actuals for assigned tasks
Develop application designs in support of the systems specifications and
interfaces, perhaps in conjunction with application or technical architects.
Operating System expertise sufficient to perform performance and tuning
diagnostics.
Work with users to ensure that solutions meet business requirements.
Generally aware of new developments in industry and process and has ability
to apply them to work as appropriate.
Identify and track issues, risks and action items.
