It is not magic at all: it defines the maximum parallelism that you allow for 
processing the kind of requests that you send to the router. Divide that by the 
time it takes to process one request and you get a rough estimate for the 
throughput that your system will have—adjust that to your needs by adding a 
little headroom to the required value.

Of course the amount of available resources must match this: if your routees 
perform CPU intensive tasks then having more than one per CPU core does not 
make sense; the same goes for database calls where the DB connection pool 
defines your maximum parallelism (ask your friendly DB admin for details).
