Yes, that is the reason. The proxies are not counted. I understand that this might be confusing. Could you please create an issue <https://github.com/akka/akka/issues>. I have to think about what we should do about it. At least it should be documented, and maybe it would be better with a separate property for this than using the same as the cluster.min-nr-of-members?
