Update here, when I set maximumBurst to 'eventsPerSecond' I get much more load. However, when setting that value to the same as the events I was per time unit, I am having the opposite problem.
With increasing that value to a few different much higher value, I am running into an issue where I am seeing ~10k publishes per second, which is higher than what I set in the throttle.
