i can confirm there are a gaglle of these ts 164's in israel.i'm in brooklyn
for a short stay but i've just removed a ts motor from a 164 in my back yard
in israel and intend to install her in my 75 1.8 which right now has a 1.8 but
with a 11.3 lift cam.she is also a cool motor.oh yes the 168.that one must be
from japon as the japonese are not comfortable with the number 4.it means dead
in japonese so they made it 168 or they wouldnt buy one.

Sorry to hear about your difficulties.  Just out of curiosity, how was
the 1995 164 Twin Spark US certified?  I looked at the NHTSA's  LIST
OF NONCONFORMING MOTOR VEHICLES THAT ARE ELIGIBLE FOR IMPORTATION
( http://www.nhtsa.dot.gov/cars/rules/import/elig123109.pdf ).  On
page 5, 1989, 1991 and 1994 164 have been assigned eligibility
numbers.  But no mention of 1995.  And since the Twin Spark was never
imported to the US, what were the EPA requirements (above and beyond
NHTSA)?
