Hi Ron,
    I jumped thru these hoops a few years ago on Spica fuel pumps and have
attached the info I gathered.  But before you get confused by it, let me tell
you what I learned.
    Alfa used two different fuel pumps and two different fuel filters (the one
in the engine compartment) configurations.
    One was a 3 port pump with an internal pressure regulator that ported
excess fuel back to the tank and was used in conjunction with a fuel filter in
the engine compartment without a bypass valve built in.
    The other was a 2 port pump (no pressure control of any kind) and was used
in conjunction with a fuel filter in the engine compartment that had a
pressure relief valve/bypass valve incorporated in the "S" fitting that
connects the return line from the Spica to the fuel tank.
    This pressure bypass valve is designed to maintain the required 19psi plus
or minus head pressure to the Spica.  Since it is nothing but a sealed, spring
loaded poppet valve with an "O" ring on the end for a seal to maintain the
correct pressure and since it is probably 35 plus years old by now and since
it sometimes ceases to work and since it is no longer obtainable I have
attached a link to the only aftermarket work around I could find.  It comes
from the hot rod world but it is adjustable and does work.
    In retrospect, I believe as long as the pressure regulator is working
properly, any fuel injection pump that you can bolt in and hook up will do the
job.
    If your fuel pump is running, it is probably pumping and this bypass valve
may be your culprit.
    There is also a little fuel filter in line between the tank and the pump.
If you have to exert any effort at all to blow thru it, change it!!
    Make sure the Spica light on the dash works and then goes out almost
instantly when you turn the key on.  This is one of the best troubleshooting
aids you have.
