What FTP mirror are you using? In all mirrors that I'm browsing I found grsecurity-2.1.8-2.6.14.6-200601211647.patch.bz2 and uClibc-locale-030818.tar.gz But yes, both are a nightmare for jhalfs due the dirty hacks needed to manage they. I will change the HLFS code to download and use the default formats.
