I've checked the source. The reason of this bug is the same with the bug 38636.
In the method CertificateViewerGeneralTP::CertificateViewerGeneralTP, only "CN"
field is displayed in the "Issued By" box, that is why some certificate has an
empty issuer.
BTW, please update the "Issued To" box in the same way.
