I'm currently working on 2.0 releases of DicOOo and FontOOo 
many things to do and i must admit i won't be ready for the 27/01 :( 
 
The 2.0 versions will be rewritten in english (source code) and use standard 
translation tools. It will be possible to uninstall dictionaries 
 
Nevertheless, what i can propose as a workaround is to detect the language on 
DicOOo opening,  go to the dedicated page if language supported (falling to 
english if not) and if needed start the wizard automatically 
 
once http://www.openoffice.org/issues/show_bug.cgi?id=38714 solved and DicOOo 
integrated as a real wizard (and not a standalone document) this won't be 
needed anymore
