confirming issue.
The activation order in the PDF is always the order in which the elements appear
in the Form-Navigator (=the order in which the elements are inserted into the
document), no matter what activation order you specify.
The only "workaround" is to move the elements around according to the giving
order or using cut'n'paste of the elements to reorder them.
