It looks as if you create paragraph styles in both of your examples. In the first one you have one word of a longer paragraph selected and attributed. The newly created paragraph style is filled with the attributes that are applied to the paragraph where your selection is located. There are none so the styles also contains no attributes. In the second example the selected word _is_ the paragraph and so the bold and color attributes are copied from that paragraph to the paragraph style.
