This is somewhat related to the closed #40207.

When dragging loose toolboxes the wireframe outline is constrained to the
parent window as if the program used MDI. This can be misleading to the
user, suggesting it is not possible to drag the palette window outside the
document area (where often it makes most sense).

depicting the actually drawn and missing part of the outline.

 
When you drag the toolbox still further to the right, the outline disappears
completely.

Seems to be cross-platform, but certainly appears in WinXP SP2.
