Hmmm. Strange. Seems like your list has an "Offset", so the encoding you coose
is not the one that you get.

The file that you attached and is supposed to be JP/ISO2022 actually is encoded
with Chinese simplified GB18030 (or some other subtype that includes all the
characters contained in the original xxw).
The file you attached and is supposed to be UTF-8 is not UTF-8 but chinese
simplified as well (don't know exactly which subtype, but the encoding that OOo
uses does not conatin the last japanese character (-> gets replaced with a
questionmark))

A possible cause is that the list of encodings in the GUI is sorted
alphabetically, but the corresponding list of filters is not.

E.g. you choose the "third" entry from the Listbox in the filter options, and
OOo uses the "third" entry from it's filters list. But these two entries don't
match..
I'm pretty sure now that this is a problem specific to the japanese version
