No, you don't have to bump the PDF version. OOo can already detemine the
activation order.

Unfortunately not by the "activation order" settings, but by the order the items
are listed in the form-navigator.

So a workaround would be a macro that cuts and pastes the fields in the
activation order to have them reordered in the form-navigator.

The better solution of course would be to respect activation order instead of
the appearance in the form-navigator (or to reorder the elements in the
form-navigator according to the activation order).

The current listing in the form-navigator is not very useful anyway (sorted by
creation date and not alphabetically or by activation order)

I will attach two sample documents demonstrating that you can already determine
the activation order with OOo.
