Since configuration default data was split into multiple layers (possibly even
before) it is not possible to define finalized default nodes that contain, as
subnodes, localized properties. After the split the localized value will be
suppressed as forbidden modification on the subsequent merge.

One way to resolve this is to only mark the non-localized nodes as finalized in
the base layer. But this obscures the intent, reduces maintainability and leaves
the localized properties unprotected.

Thus the merging should ignore finalization attributes on the defaults for
exploded localized layers and languages for which no data is present yet in the
property.
