I think i finally found the problem, that is if you are using the gtk plugin for
vcl (which would be the case on GNOME desktops >= 2.2 and since m73 also on KDE
desktops). In this case you only get the printer list by luck since it never
gets asked whether it changed ... which is indeed similar to what happened in
spadmin in issue 38660. You could verify this theory by setting the environment
variable SAL_USE_VCLPLUGIN to "gen" before starting OOo. If suddenly the CUPS
printers are visible, that was it.
