The current situation is quite tricky for the average user in a single-user context. So we need a way to make it easier. Maybe rather than the Tools dialog we could have a specially designed dialog that comes up and says "A new UI language for OpenOffice.org is available. Would you like to switch your language?" In addition, this could appear only if they have not selected a language (it is set to default). This may still not be ideal for multi-user installations though.
