The main reason this is an issue is for smaller language groups where the
language is not supported by the OS or they are running the OS in a different
language.

The current situation is quite tricky for the average user in a single-user
context. So we need a way to make it easier.

Maybe rather than the Tools dialog we could have a specially designed dialog
that comes up and says "A new UI language for OpenOffice.org is available. Would
you like to switch your language?" In addition, this could appear only if they
have not selected a language (it is set to default).

This may still not be ideal for multi-user installations though. But lets work
towards finding a good solution.
